But that's not the way means testing is used. It's used to mean you don't get access to benefits at certain income levels, or your access is reduced. It does not mean the situation where you pay in more than you will hope to receive back. It does not even mean changing the situation so you will pay in more than you will hope to receive back.

Now if the system is changed to reflect the benefits you get because of your income, in that you will receive less, because you have a higher income- on purpose- THEN, that is means testing.

And here's my reply based on your reply to Mary. I simply think you are using the wrong term for your argument which is against progressive taxation or even flat taxes.
