Failed states, like Somalia (or some might argue, Yemen or Chad, etc.) are where terror groups flock to because they are failed states making it hard to interfere with the groups' activities.

So I would argue that a failed state is merely a precursor to an Iran or al-Qaeda inclined strong state -- it was in the power void of "failed" Afghanistan that the Taliban took control and gave safe haven to terrorists... ditto Somalia, which has been exporting people to Yemen, rinse, repeat.
