Whoops. You're right. The proverbial senior moment.

But, to step the argument back a step or two, Krugman, at least in your quote, doesn't engage the political/cultural traditions argument. Just ignores it. Since, like most economists, the economic is almost always a more compelling argument than other macro variables, it's not surprising.

I've been reading, slowly, Tony Judt's huge historical work on Europe after WWII, Postwar. Given his reading of history, I suspect he'll engage the political/cultural argument alongside the tax argument.
