I never said that the original issue document *didn't exist*.

(Just that the state does not issue deprecated data formats any longer. They, as with many other states, have switched their data formats SEVERAL times over recent decades. What they issue NOW is what they issue NOW. And it is official, just as the original was 'official'.)
