The author is seriously mistaken. It doesn't take 12 weeks anymore to get wafers through a factory. Intel cut that in half years ago. Furthermore, if it's a metal layer fix, they can hold material at that step and wait for the new mask, a matter of days, meaning it would be a much shorter delay. I have no more insight into the problem than anyone else but I know the process and the author clearly doesn't.
