I understand the process for an Amendment.
My question is simple: is the judiciary a law maker or a law interpreter ?

2/3 of the states (currently 34) are required in order to have a constitutional convention to consider an amendment.

However, 3/4 of the states (currently 38) are required to approve (ratify) such an amendment before it becomes official.

The text of the amendment may specify whether [it] must be passed by the state legislatures or by a state convention.
