Not that food poisoning never happens are restaurants, but its less common, mainly because restaurants know that food poisoning traced to them can destroy their business, secondarily because of regulations covering restaurants.

I agree. Pure capitalism is a much better regulator than anything government can do in this arena. Particularly, with the large chain operations today, a problem in California can hurt (usually irrationally) business in South Florida. They understand this, and any major franchise is going to have in place their own requirements for franchisees.
