I think the author was looking at preconditions to selling things, creating a climate that will foster the selling of things. I found it a bit sappy and the religious focus made me itch but I thought he had a point about the legal and cultural climate. Finding or growing or inventing things that you can sell doesn't create wealth in a climate where those activities don't work.
