I feel that there must be a notation in it, that goes something like this..... It is the role of the SEC to act all huffy and such when a cheat/loophole is exposed, and to plug said loophole ASAP. Perhaps they can find a token defendant on occasion, but they must return to their primary mission, ASAP..... that being to ignore the next cheat/loophole until it is, in turn, exposed.
