There concern is not so much meeting force with force, as trying to have force on their side, while to the extent possible avoiding it from the other side. If their targets are unarmed it doesn't give them any incentive to disarm themselves, they would just remain armed and use the advantage they get from being able to apply deadly force to unarmed victims.
