Vinter, The presence of shale gas in the lower 48 will keep the price low. With the price low it would not be economic to build a multi billion dollar gas pipeline from the NS. Hence, the presence of shale gas in the lower 48 makes the conversion of north slope gas to liquids an interesting possibility. Now - another option could be LNG at Valdez - but that seems to be the more expensive route to go as it would require a gas pipeline and would still not fill the TAPs with the necessary volume to keep it going.
