The latter. You can fix one thing at least for a while (like too easy mortgage loans), but it won't take long for the corruption to find another outlet. A real fix involves redesigning the monetary system. For example, the banks would have never made many of those loans if it wasn't for them being given too much access to easy money and as you said without FED interference rates left to find their natural level may have curbed the bubble.
