He has a psychological compulsion to add words and phrases like "I want to make this clear" so that we all know when he is lying. :-) [At least those of us paying attention.]

Obama has a speech writing team of three or four. A guy named Favreau leads it. He previously worked for Kerry.

I assume that Biden has one or two writers.

Very likely, the Chief of Staff has one, although probably under a job title different from "Speechwriter".
