Wrong once more Kenneth! Actually Kenneth you are wrong again. The Bill was already ruled unconstitutional by this particular judge and and there is no presumption of anything but unconstitutionality. There was a presumption of constitutionality in the Florida District court until the ruling of unconstitutionality. You are one step behind. Of course they will submit a brief and the brief will cite the presumption of constitutionality.
