Dallas doesn't have a large snowstorm every two years, or every six. Dallas typically gets a lot less snow than New York. Snow accumulation about once every winter doesn't suggest significant snow accumulation once every winter.

Snow accumulation is seen at least once a winter in Dallas. When that accumulation occurs, the city grinds to halt like it did during Superbowl week. The schools were shut down for 4 days. Many stores were closed for one or two days. The city waits until it warms up enough to melt the snow. According to your keen business sense, Dallas should have at least a couple of snow trucks and snow deicers to deal with the problem. At least that was was your argument for NYC which gets a major snowstorm every 6 years but doesn't do any special budget planning for such storms.
