Think you are missing my point MQ.

A person is responsible for their own actions, I agree and if a borrower wants to borrow at whatever rate and the lender wants to lend at that rate it is between those 2 parties.

Where I believe the VVV get lost is in a society where a law is legal for one group and illegal for the individual. It is against the law to charge more than 18% interest per annum as an individual in the USA but legal if you are a bank (credit card company). The lack of VVV is on the part of the law makers and the bankers and perhaps the voters who allow it.
