William, here is another interpretation that may apply.

This could mean that certain events within the S-1 become effective, while ohters are subject to change or ammending.

In other words the SEC has approved certain provisions within the S-1 and others are still under scrutiny.

Just guesses on my part as this legaleze is not my cup of tea. What do you think?

You are correct! I think we are going to get a well coordinated, orchestrated, series of announcements. The chart will show this before it happens. Lots of accumulation tho.

My take ( may as well have a Brit take a stab). In the future FTEL will file another ammendment that names this ammendment and makes it effective.

"THE REGISTRANT HEREBY AMENDS THIS
REGISTRATION STATEMENT ON SUCH DATE OR DATES AS
MAY BE NECESSARY TO DELAY ITS EFFECTIVE DATE
