Maybe not ALL the programs, but certainly portions of the TouchPad merit that description, according to this article:

We're told, by the way, the tablet will ship in 16 and 32GB versions, but there is no SD card slot to add memory (the high-end iPad offers 64 GB of internal storage). The Amazon Kindle app appeared to work smoothly on the device, but with a 3G version not due until after the summer, it's unclear how the TouchPad will work with Amazon's 3G-based Whispernet.

If it's unreleased, it's vaporware. I was referring mostly to the hardware, but the software is evidently not ready for release, either.
