Trees are nice as are lots of other little nice touches. Well targeted infrastructure can help (but Detroit's problem isn't that it has too little infrastructure, the city used to be twice as big). But what is really needed most is reduced regulatory and tax burden on business in Detroit, greater responsiveness from the government in dealing with their end of the regulations that have to remain (less time in processing your paperwork etc.), and probably better policing.
