The Obama administration is eying that huge pile of cash as it looks for ways to pay for its renewable energy and energy efficiency programs. But the oil industry wants the government to keep its hands off its cash, saying it already shoulders a massive tax burden. IN fact both the WH and congress plan many cuts to needed social programs, but little to the defense budget. Bush doubled the defense budget for 400 to 800 billion. That is the obvious target, not 5% from education for injured school kids, etc.
