Not to preach to you, as I know you are among the best of humans, but rhetorically, during a depression, the number one job of government is to protect the poor! But I have given 10's, 100's of thousands to the needy. I gave $500 this month to one renter alone who just lost her daughter. I have always given her a reduced rent as she struggles with life, and money when she runs out and gets desperate. I give a lot of money away every month. Always have, when I have it.
