B., thanks for laying out the possibilities. Yes, I tried several region 1 DVDs: 2 recent movies [not blue ray] and an older TV series that was purchased and played a couple of years ago. No go.

VLC media player tells me "Your input can't be opened:
VLC is unable to open the MRL 'vcd://E:\'. Check the log for details."

I won't spend much time or money to solve this problem. The computer is 4 1/2 years old.

PS: just last week I burned and played back a DVD. Now it doesn't burn any more [I look at the DVD to see if the burned tracks show]

It's probably time to replace the CD/DVD drive.
