By getting elected they have saved billions on wasted co2 nonsense with cap and trade - give them time to get through the budget process - they have not yet begun to fight.

The reason is, both parties are cowards. They both know that the cuts MUST be made, they are waiting for the other party to do the job so that they can gain political points.
