I once thought it was a good idea too - but knowing that government would be financed by our spending habits for it's survival puts them squarely against my interests and the business owners in this country. When their funding is based on income - they are naturally encouraged to grow income i.e. jobs - assuming that don't spend all their time mucking with the rates. :-)
