With a consumption tax, the government would have an incentive to grow the economy.

Indirectly - consumption of products from any source/country would grow their revenues.

Income taxes focus on job growth directly in America as long as they aren't anti-competitive with other nations.

I'd have to look at the numbers but I believe a disproportionate amount of tax revenue under a consumption tax would come from the uber wealthy.

Doubtful - they can simply avoid taxes and spend it all in another country - if you tax all income at the same reasonable rate - they neither leave or escape taxes. It's entirely fair to tax everyone at the same rate - once again I think a consumption tax creates class warfare because those that can move their money elsewhere will.
