Indeed! Opm is pervasive. All taxation is opm. We cannot get rid of it entirely unless we want to be the big frog in a Mad Max pond. Your Vector example goes too far in the other direction - bureaucracy for its own sake interfering with things like building infrastructure. Somewhere in between is the best (or least bad) compromise.
