If you had to invent a tax system that MAXIMIZED compliance costs, you couldn't come up with better than we have.

And if you wanted a way to make citizens meekly report their most minute activities to government agents, you could not come up with a better system.

I think what you are saying is mostly true, but the 15 thousand extra agents makes it clear the government is serious about generating additional revenue. Obviously with the budget imbalance they have to do something.
