Good idea! When I was building budgets for silvicultural projects that were part of the local unit of my agency, I had to start with zero dollars and show how every single task would be accomplished and by whom. I put my budget in with the others, and then the head cheese came over and we sat in a dark room for an entire day with an overhead projector defending every item. If we couldn't justify a certain item, he cut it out right then and there. He actually went out in the woods with us and if he saw something he didn't like we stopped it. Them days are gone, I'm afraid. Along with the notion of my agency actually being profitable to the US Treasury.
