Of course it is, that's the underlying premise of the whole thing. Men are bestial and cannot control themselves. That is their nature. Are we to blame them for this?

The sight of women unleashes this bestiality. Therefore women must keep out of sight. There is a logic (if sick and twisted) to punishing a woman for being raped. What else would she expect, and knowing this why did she put herself in this situation. This does make sense to them (many/most/all?).
