Check local building codes. If it is not too old say the last 40 years ago or so, the insulation was required when built. If older it may be only required during the next major renovation, but it may also have been required on the last renovation, so check building permits. Also in some areas old rental buildings were required to add insulation regardless, especially if they had non fire retardant insulation.
