As far as I know, any firm can act as a market maker on any stock on Nasdaq, as long as they meet the capital requirements of the exchange, They can be suspended for a period of time if they refuse to make a market during periods of sharply falling prices or if they are inactive.

More market makers should theoretically reduce volatility.
