That has to do with technology changing so rapidly, it renders humans obsolete once they're out of the loop for more than 6-12 months. Being tech is so integral to the workplace anymore as well as becoming so specialized, it makes it almost impossible to hire the unemployed unless on the job training is given. And why pay for that if there's a potential applicant who's ready to go?

Hmmm. Any lawyers here? If I started a service that sold my address and phone as an unemployed person's "employer", complete with glowing references, would I be breaking the law?
