Each community is different. Thus different solutions. For example, an inner city community, beset with gangs and drugs, requires its citizens to be determined to rid the neighborhood of these factions and create solutions to keep the kids busy - be it year-round school or community service. Many do not have yards to mow or money to take vacations.

Another example might be a depressed small town. I live outside such a small town and last night attended a town meeting to bounce around ideas to revitalize this town. It has many natural advantages. So many people showed up it was heartening. People will get involved.
