Virginia has been fairly prudent. However, if Virginia had not instituted the lottery in the late 1900's Virginia would not be able to fund the high costs of education as most of those lottery procedes were delegated to funding education.

I do not know at this time how those funds are used.

That was quite a debate when the lottery came up as a possibility in Virginia. Now almost every state has a lottery.
