The Licensing agreement with Microsoft allows RETAIL copies of Windows to be transferred to replacement hardware, something not allowed with OEM Windows.

Does this include an actual installation on a hard drive, or only the ability to do a new installation, activation, etc., of the software on a new/different machine?

I understand that OEM software is married to its original hardware.
