No, this was not a comment to Vinod Dahm. The comment attributed to Andy Grove was reported to have been made to Federico Faggin, when he left Intel to for Zilog, where he developed the Z-80 processor. The Z-80 was a great success, but the follow-on efforts (the Z-8000, etc.) have not gone anywhere significant in a commercial sense.

I still felt that the comment, if in fact it was even made, was a bit harsh on Andy's part.
