Yes, pretending it's worth more than it is might be useful for the bank balance sheet. But if the resident doesn't pay the property tax, I guess like here the debt attaches to the property depleting the bank's share of the residual value.

There might also be legal issues such as properly processing the mortgages so better to sit on it until that's sorted out.
