Answer: Why was the transcontinental railroad not possible until the government (federal and states) massively subsidized it's construction? (Turning the railroads into the largest private landowners in America at that time....)

Why was the Manhattan project a government project?

Why was the construction of the Panama Canal?

Why the first communication satellites?

Why the construction of the interstate highway system?

Why Hoover dam?

etc.

Some things are just *too big* for private capital to finance entirely itself... at least, in the early going.
