From my understanding, if a Chinese couple wants to have more than one child, they have to pay a fine (read $$$$ to local government power-elites). But most poor Chinese cannot afford the fine. So to maintain their "business", forced abortions are a useful tool to keep the masses in line and secure the profit center of the local apparachiks.
