A company like Cargill might have traders going into the forward market to lock in prices and also have a trading department that is trading for its own account, i.e. speculating.

How would doing away with speculation in ag commodities possibly keep Cargill traders from speculating .... or for that matter anyone who is in the business ... who's to say whether they're trading for quantities far greater than they'd ever buy or sell?
