Of course it is. Your Social Security payment, about 15% for some of us who are self employed before the 2% cut, is not invested. It is used to pay government salaries and benefits for those ready to collect. Last year Obama sent some of the money paid in excess of "benefits" to the states to keep paying inflated union salaries in exchange for voting for him. He called it a stimulus package but we know better. Social Security relies on more suckers working to pay the bills by the time current payers retire. The very rich go along with it because their contribution is capped so they know it is really just a sneaky way to have us working fools pay higher taxes than they pay.
