I imagine the fda would require a similar certification for individual windows pc configurations, correct? Yet even Apple has used windows as an example of a platform that is not fragmented. Personally, I don't really see the distinction. Windows is highly successful and reaches all market segments because it is allowed to be fragmented, and the same has occurred with Android. Apple execs who take solace in the fact that Android is fragmented, unlike Windows, strikes me as whistling past the graveyard.
