Not sure about the origins of VT's liberalism. The NH I grew up in was strongly libertarian politically. You depended on yourself, your family/friends, your town and your state, in that order. Having the state stick its nose into your personal affairs or the way you ran your business was strongly resisted, and a key factor in the no income or sales tax pledge politicians had to make for many years. People understood the trade-off too. You want all day kindergarten or someone to take your trash to the dump? Great, so long as you paid for it yourself. People moving into the state (esp. from MA) to escape high taxes found it hard to grasp this concept.
