<in practise the tough thugs will just march in and take what they want for themselves>

How has that been working lately?

Think about it. Since WW2, how many examples are there, of successful conquests, where the winning country got to loot the conquered nation, and made a profit out of it? In practice, it's getting steadily harder to do, and is becoming quite rare. America's attempts at looting, since WW2, have cost us more than all the loot was worth. We can't even make a profit in Iraq, with all that oil. Conquest is becoming a losing game.

Since 1945, armies have become steadily less useful for external conquest. And, since 1989, armies and police have become steadily less useful internally. In many nations, the main function of the army and police is to kill, torture, or otherwise silence anyone who complains, about the thugs in charge looting all the nation's wealth. Yet, in 1989-91 in the Soviet Empire, and today in Arab nations, the police and army are unwilling or unable to silence internal dissent. Mostly, the soldiers are refusing to kill civilians. And, when they do, the crowds of protesters just get bigger.

What you're saying, was true for all history before 1945. And it's still partly true. But the social environment has changed profoundly since 1945, and especially since 1989. Governments everywhere have lost control of the flow of information. Killing isn't profitable any more, either internally or externally.
