What regulation isn't passed to "safeguard and protect" us?

There are still legitimate reasons to buy incandescent bulbs. How they look, how much they cost, reliability, how quickly they light up, whether they fit into old lamps, etc.

Why not let consumers decide whether higher utilities bills are worth it?
