Let me 'splain it to you...as you know the repug's were refusing to cooperate in any way with Obama so congress was gridlocked. The dems didn't have 60 votes to break a filibuster so in that sense the repub's controlled Congress and became the party of NO....!..but the deal that was cut was to extend the Bush tax cuts for another 2 years including the very rich..... The pub's would do nothing unless their benefactors got their tax break and could continue to pay their taxes at about a 20% rate of AGI.
