The stay is conditioned on filing a fast track appeal within 7 days. If the administration doesn't comply, the stay will be immediately lifted. If they do comply, the appeals court would have stayed the judgment anyway, pending the appellate decision. This is a time and money saver all around. Judge Vinson is obviously annoyed at the games being played.
