It's the same problem that many cities are encountering; they developed with densities based on other transport systems and now it is either horribly expensive or impossible to change very much.

We have had 60 years of car-is-king suburban development in the US; the sudden realization we should probably transition to other forms of transport and energy leaves us in a big hole compared to countries than can do greenfields developments.

I don't see any easy answer.

I repaired and replaced parts on these trucks, and among the crew with whom I worked, I never heard them called 'bogies'
Older style had oil/cloth sponges, as shown in the photo. Newer version had roller bearings.

"boxes" were to be checked before each train left depot. Usually not completed or done on time....which caused many "hot boxes," fires, and derailments.
