No. Mao was only interested in self preservation at the time as he unleashed the Cultural Revolution and lost control of it. Too many mouths to feed, too tradition bound, too complex a language causing illiteracy, Confucius ethos shackles ... he probably thought a nuke war would do China a revolutionary favor. The cultural revolution failed miserably, Mao is probably turning in his grave wishing he dropped the bomb on Saigon and Seoul.
