I don't recall the silver tonnage number but I think the salient points are that this London metals trader was aware of the fraud, reported it against his own interests, predicted exactly what would happen in the market, had it play out as he described, and despite his reporting to the regulatory agencies he was largely ignored.
As to the suppression of price and a committed short position, the why is anyone's guess and I have a few but it's all speculation. But the how seems clear to me and is explained fairly clearly in that first link.

Anyway, whatever the case, silver is a good place to be right now.
